read this site too, stan meyer was contracted to supply for hydrogen powered tanks for the military, killed by food poisoning 1998...  uhh "mysteriously", any wonder why?

-his prototypes WORKED, using low current high frequency electric charge for maximum efficiency.

also look to e-bay, couple people are selling plans for hydrogen extractors.

Don't have the patience of the first guy. It's easy to make hydrogen. I've got a small solar panel I use to make hydrogen and oxygen. Just stick the end of the cable in water and face the panel towards the sun. Small bubbles will start coming off the ends of the wires. Segregating the hydrogen from oxygen is a little harder, but just takes a little tinkering.
