There's no such thing in the UK, I'm afraid. That was some American assuming that "UK & Ireland" is another US state.

There is an Insurance Ombudsman dealing with things such as mis-sold policies, try googling it and read their pages.

If this is to do with your car that was torched over the weekend then no, a courtesy car isn't provided in those circumstances.  A courtesy car is only provided as a short-term measure while yours is in the garage being fixed (if it is allowed for on your policy) and from what you said yours isn't going to be fixed, is it?
