All Congress has to do is repeal the Federal Reserve Act of 1914.

Congress does.  Meanwhile the President appoints it's head and has the most control.

Ron Paul wants to start with making gold and silver competing currencies in the US and work towards getting the fed at least under control and accountable, and better yet, gone.

The president and congress. But, they'd have to go back to a gold based standard. That's what Kennedy was getting ready to do when they assassinated him.
