  1. I've never heart of a 'chart ship' and I'm in the industry. Do you mean time-chartered?

You can learn a lot about tramp ships by reading "Deadweight" and 'Freighter Captain" by Max Hardberger. There are plenty of ship and freight brokers online who can help you if you're looking to move bulk cargo.

  2. 'Chart' is a shortened version of the word charterer.  It refers to a charterers ship.

Tramp ships are vessels that are on spot charter meaning their owners/charterers will look for a cargo to load near where they are discharging a cargo, trying to place the vessel in a desirable area for more cargoes.
