In almost any city, your best choice for an inexpensive reception for about 200 people will be the American Legion.

We have had all our wedding receptions, anniversary parties, etc, at our local American Legion.  They sometimes have an auxiliary staff who will prepare and serve meals at a very reduced rate.  They usually have a kitchen you can use, if you want to bring in your own food from a local wholesale grocer, if you want to save even more.  Or you can have it catered from another nearby restaurant or caterer.  Most of them also have a bar, and will provide a bartender for your event.

What are your requirements?  Indoor?  Outdoor?  Do you want to bring your own caterer or use theirs?  Budget ("cheap" means different things to different people)?  Style?  What is your search radius?

If you are affiliated with a particular religion, you can look for churches with auditorium/cafeteria areas.  They usually rent very cheap.

It's got a nice view, and the floors are really well designed for dancing.

Panetta's catering has several cheap exclusive locations, including the Los Gatos History Club and the Saratoga Foothill Club.  Be forewarned that they also have more expensive locations, so you should be up-front with them about your price range:
