Try Ballarat. There's a mining and education boom there at the moment.....

Go for any of the urban growth corridors.  I am going to assume you mean Victoria, Australia.

Narre Warren South, certain parts of Berwick, Roweville, Officer, Packenham, central Dandenong (especially if you can get a property aimed at commercial rental such as a doctor's surgery.  Consider commercial sites too.  Out west is a little riskier, but there are also potential good spots.

I personally would not go outside of Greater Melbourne
