Well, I've experience with Viet Anh Hotel. That's pretty OK, but it costs at least USD 20-25 per night, so it is a bit above normal backpacker rate.

pretty much the cheapest you'll find in ha noi is about $15us...there are a number of old ,small, but safe and clean[enough] places to choose from in the "old section" just north of "hoan kiem lake". go to the intersection of "ta hien"[dinh liet] street & luong ngoc quyen street... it is a must for back packers...look around that area , you'll find a place... you may try #24c ta hien the "thuy nga hotel"....tell them mr joe sent you...be carefull walking the narrow streets there.. its easy to get hit by a passing motor bike.. and count your change twice when dealing w/ street vendors...its the only place in vn i've ever been "scammed"...
