Does anyone know a program where i can make Advanced Squad Leader(ASL) boards?

Question

I need to be able to make 2D buildings, dirt and paved roads, Orchards, woods. Kind of like this:

It gets really annoying to make them by hand and playtest on hand drawn maps.

I would recommend either CyberBoard or VASSAL.  Both are applications that are designed to allow board games to be played with computer assistance.  Your best bet is probably VASSAL since it was developed from an application named VASL (Virtual Advanced Squad Leader).
