Have you tried www.192.com on the off chance that he has a listed phone number?  In the box marked "location" should you not know the possible Town or County, put in "United Kingdom"

Have you tried advertising on "Friends Reunited" (a free site) "Cousins Reunited", "Genes Reunited"

Have you tried neighbours of his last known address?

An advert in the local paper - "Readers' Letters Column" in the Town he was last known to be living.
