  1. There's Print Workshop 2008, which retails for $19.99 but various discount retailers sell it for less.  See links below.  You may be able to find an older version quite cheap on eBay, in a yard sale, thrift shop, etc...  Photoshop/Photoshop Elements has a LOT of features, but is a bit pricey for  just casual photo editing.

Although Print Workshop is geared towards making custom caption-able cards, posters, calenders, etc., from your digital photo, and includes a lot of clip art, the photo editing feature of Print Workshop will let you custom select the number of pixels in your digital image.  I've used the 2007 version for about a year-and-a-half, am happy with it, and have used this editing feature to reduce the size of picture files for the purposes of  both email and Web page posting.

Make sure you have a backup of your original image, of course - but that adage applies to all photo editing software.

  2. You don't need a site;-{ because you'd have to transmit them.

What you need is some graphic software package to edit.

Unless you want to buy Abobe Photoshop or Photo Elements,

I'd suggest you download a freebie viewer called "Irfanview".

It will allow you to crop, edit, & convert picture formats.

Make sure you're transmitting them in JPG format, not BMP.
