Yeah, its called Paint. Microsoft Paint to be exact.

In Windows XP or vista, there is an application called Paint. If you open your pictures in paint, you can click the text button and add text. Then upload it to myspace again!!

Do NOT use Microsoft's Paint.  A very lousy and low quality program.  A much better and FREE graphics editor is GetPaint:
