Make your way over to the Free Proxy Server page on your left, download the Zip file and extract it. You now end up with ProxyServer.exe. Simply run it and point any program you wish to Proxy traffic from to the IP Address of the Computer running the Proxy Server and the Port 9000. Make sure the Program supports Socks4 though.
