Does anyone know anything about the global or "creepy crawly" opening in chess?

I've seen it turn up in some material by Eric Schiller. I don't know if he or Joel Benjamin came up with the name, but anyway it goes like this:

1.a3 e5 2.h3 d5

What is the purpose? I don't know, probably to ennoy black. White could do nothing in the centre and grab space on both wings, but that would be a very dangerous plan. If not, it's a waste of time.

Weaknesses. Obviously, it wastes time. If white continues with a wing attack and doesn't castle, black will come at white through the centre. Even if white does castle then black has the better chances because of his centre.
