Does anyone know anything about title 42 Parts 160 and 164 or 42 CFR Part 2 and title 45 Capter 1 Part 2 ? ?

I'm being asked to sign off again on papers of which I have no clue about. I know these acts like the infamous Emmons -v- Peet and Bates -v- Sleeper "findings might merely be an excuse to abuse. Can anyone tell me what these documents mean?
