We used click n' read/click n kids with my daughter at this age, and I love the kidzui browser.  It's a free download and completely customizable (is that even a word?) by parents.  It allows kids to be online with only sites that are reviewed by teachers/parents (with your added input) and saves me a ton of time because I don't have time to look at every website out there to find ones that are appropriate.

Both my 7 and almost 5 year old can and do use it on their computers.
