Check your local craft store they should have a foam cutter tool. Looks like a piece of wire pulled tight between to arms with a handle. It works by heating up the wire and then melting the foam. Depending on the thickness of the foam your working with, these really are the best tool. Clean cuts and no debris falling off the edges. Shouldn't be more than 10 bucks.
