  1. maybe you should look into why china was excluded from having to sign the Kyoto protocol, but they are going to be the worlds largest air and water  polluter.....


  2. Japan has been the same before and since the Kyoto Protocol.  The country has been technologically advanced while maintaining a balance with the environment.  

    Negotiate for your project?  Are you referring to any Model UN project?  In any case, what you could negotiate on is getting your neighbor China to stop being the world's second largest polluter and come on board to the Kyoto.  They did not sign and are soon going to take over as the world's largest polluter past the US, who also has not signed it.  

    I think it is selfish that the two worst polluters did not sign the treaty.  And to make it seem worse, there is a very specific clause written into Kyoto that allows overly polluting members to "buy" credits from other members who have exceeded their reduction for emissions.  The example is Russia, the outputs that Kyoto is fixed to are for 1990 outputs, when Russia's economy was still high and it polluted much more.  Now, it hardly pollutes, not because of being green but because the industry had collapsed and the economy tanked.  The US or China could easily buy credits from Russia (and a dozen other countries) for a pr-determined price that is easily affordable.  You could always go with that.
