  2. Call them up and find out.  I don't think they have late night service, though.  But call them up.

  3. depends on the problem.

    They are on call 24/7 for emergencies (city outage and such)but not for basic services.

    "normal" work is 7pm at the latest in our area so best to call and check your location.
