I would assume if you're old enough to have a license you could own a car. An insurance company in your area could probably tell you so if you don't want to wait on a long line at the department of transportation you could try an insurance agency first (and I'm pretty sure in most states you have to get insurance for a car before it can be registered anyway)

Or you could go and ask. If she can put her name on it and if she can't you can put your name on it.
