Does anyone know how to build an electric fishing torpedo?

i want to build a electric fishing torpedo, i have made the main body i just need some way of propelling it now..

Batteries and an electric motor with a good seal on the propellor shaft. Use radio control servos digitally controlled through a wire link to control motor speed, rudder and diving fins. You could supply power via the wire link too but the wire would have to be thicker.

If you make it slightly bouyant then you can "fly" it underwater with the diving fins and if the link fails rig it to stop the motor and it will float up
