You can contact them via the internet. Go on their site and press email or letter to the editor for the newspaper

Well, I've often written stories to the newspaper c/o "Letters to the Editor", most papers have one.

Or just look up your local news stations.. They'll direct you, and you can give them the URL + info..

I don't think personally this guy/girl is going to get a 'lot' of 'Selfish Donations', but I have seen people be successful at panhandling!!!!  Isn't that a shame!  Makes me angry.
