Does anyone know how to create an animated DVD video from a series of jpeg images?

I would like to create a short animation that I could burn to a DVD & play on any DVD player. I have the ability to produce the jpeg or gif images for an animation. I just need to know what reasonably priced (or free) software is available to turn this series of jpegs (or gifs) into a video that I could burn to a DVD. Any help would be most appreciated! Thanks

I know you can do this with Photoshop Elements 2, because I've done it.  Here's a link to a tutorial for Photoshop Elements 3 to give you an idea what the procedure is.  Photoshop Elements 2 came with my Epson printer; so I'm sure there are copies available at a resonable cost.  You don't have to buy the full version of Photoshop to get this feature.
