Uhmm Miley Cyrus always has her hair curly and they probably just curl it and put in some kind of hairspray to make it more curly and make the curls stay

i dont think there is really an easy way to do it if you aren't a professional so you should probably just take a picture of miley to a stylist and tell them to try and make your hair like that

Sometimes she sleaves it semi-curly, then she/her hairstylist will put half of it up!
