The information is usually online or in the magazine's masthead, but I don't think for this type of thing she's the right person to contact. Editors-in-Cheifs usually don't make decisions like that - they approve them. I think you're e-mail would get lost and you may even experience some rudeness from wasting her time. Magazine staffers are extremely busy and work on tight deadlines that can cause them to be snappy. And they love to delegate.

Try the creative director, or see if there's a way to write a letter or send an e-mail for feedback from readers.
