  1. That's the owners problem...unless ur the owner.  Pick up phone...dial owners number....Hey, the A/C is not working....there, easy.

  2. Hold on! Don't call just yet. If you call the landlord and they come and see that you did not change your filter regularly and your coils are clogged then you MAY have to pay for it to be cleaned. I promise I've seen that happen before.

You need to make sure that you put in a clean filter before you call anyone!

Freon goes through a coil in your furnace then back outside to the a/c unit. It goes from liquid to gas. Freon is very cold when it goes through your coil. The air that blows through your coil is what cools your house.  If that air is restricted (either by a dirty coil or by a dirty filter) your coil will freeze up. It will literally turn into a huge block of ice. Later when it thaws out you may hear water dripping.

Turn your a/c on and let it run for about 5-10 minutes. If you can get to it, check the copper tubes going in your furnace to see if the big one is frozen. It needs to be very cold but not covered with ice. If it's frozen then either you need a shot of freon, or something is dirty like filter or coil.

  3. HVAC Tech.: what you hear could be either the refrigerant going through the system, or water the unit Had turned into ice melting off the evaporator coil. maybe the unit compressor is going out because of a freon leak. Call maintenance  you cant fix it.
