Does anyone know how to form a political action committee?

I am interested in creating a political action committee that is not connected to any particular political party. I'd like to know the necessary steps in order to establish this. Thank you.

I first registered with the state.  Really pretty simple. Just fill out the application form, pay a fee, and you are set!
