Does anyone know how to get a ship's manifest on a cruise that took place 6 years ago?

I think even if cruise lines had this information they wouldn't give it to you for security purposes, unless you are with some government body.  In which case you would not have posted your question here.

Court Order or an order from the Government dept. dealing with shipping is required.

They won't give it to you. If you have a legal problem you would have to sue to get it in international court.
