  1. You have not clearly written about where you live and other details but you can adopt from many countries. You need to decide first in your mind about where you want to adopt from and then short list good certified agencies in that country.In India lots of agencies are there but not all are certified to place kids overseas so choose carefully to avoid hassles later.One agency in Pune in India has the necessary certification and is a reliable place.There are some more too in other cities.


  2. If you are Canadian, living in Canada (it makes a difference) then you must find an agency in your area that deals in foreign adoptions.  They should be in your local phone book or if you can't find one then just phone any agency in your area and they should be able to direct you.  

    There are a couple of things to keep in mind however.  The process can be frought with pitfalls if you are not careful.  There are unscrupulious agencies out there and problems can crop up along the way.  Also, in many cases agencies must be authorized, or licenced, to do adoptions in certain countries.  For example, I know at one time in the early 1990's when we were doing our adoption there were no agencies in Canada licenced to do adoptions of children from India.  I'm glad to see there are some now though but I don't know who they work through on the Canadian end. Anyway, we were lucky though in that we were living there when we got guardienship of our daughter so it was just a matter of finalizing the adoption when we eventually got back to Canada.  If we wanted to do the whole process from Canada however we would not have been able to without a licenced agency.  

    Lastly, the process can be expensive.  Because we were resident in India, dealing directly with one of Mother Theresa's orphanages in New Delhi and with a local lawyer, the whole process cost approx $800 US (about $1100 Cdn at the time) but if we had done it from Canada, for the same child from the same orphanage, it would have been approx $30 k.  Cost should never be an issue but it is something that you need to be aware of.

  3. Where outside of Canada?  Are you talking about doing international adoption and adopting a child to live in Canada?  Or, are you Canadian citizens living somewhere else?  We need more information to properly answer your questions.
