  1. Depends on the state. Maine has marrage records online at www.maine.gov. It lists names and where they are from and the certificate number. If you want more than that, you would have to pay to get a copy of the actual record.

  2. The only free records are the indexes which give just the most basic information from the marriage license. But it's neither complete information, nor does every state/county have that information published. Also, you have to be very careful about which years you're searching. Because of privacy laws in some states, you can only find recent records from the old copies of the newspapers. The county doesn't publish anything so that identity theft can't occur.

    The best places to see if the records exist for the county where you need them are  http://www.genweb.org or http://www.familysearch.org Otherwise, visit the County Clerk's office during "open research" hours and pull the records for yourself. If you need a copy, use the camera on your cell phone. If you try to xerox it, they'll usually charge you the full document price for it. Otherwise, copy it by hand and just proofread before you leave.

  3. It depends on what state you are trying to look up the marriage records and for what time frame... there are plenty of chat forms that will be glad to help you find what you are looking for.  There are also free Genealogy sites for each state that you can google search for.
