Does anyone know how to make a skimboard rail or know of someone whoe does or knows where to find out plz?

You would build it out of lumber.  I would say some 2x4s with 1/2" plywood would do the trick.  To finish it off, you would need to put some PVC railing or some other smooth, pliable material on to cover it so you don't scratch the bottom of your board.  Here are some pics.
