Does anyone know how to run a snowflake shop?

We are going to have a snowflake shop at my daycare center this year. This is where the parents send in money and the children are allowed to pick inexpensive gifts for their families without them knowing what they bought.

Another idea is kind of like the white elephant thing.  Instead of sending money, why doesn't everyone bring something either new or used in.  Every child earns play money by being good answering questions, showing up for school etc etc. set all the items up and when it is time for them to purchase with their play money noone is out any real money and the parents gave something up and helped someone else out and no out of pocket expense and everyone gets a gift and all are happy, whether it be new or slightly used we did that at our police department for the elementary school and it went over really big kind of like a toys for tots thing
