Yep, some email programs will allow you to put the phone number in the following format in the send to field.

[phone].  You'll have to check with your email vendor to find out if they support this feature.

You can send a free text message from the internet.  Most the major cell phone providers have an area on their website for this. Just do a search or pull up the website of your cell phone provider.
