Does anyone know if HD DVD players can play out of region (1) disks?

Can HD DVD players play and upscale DVDs from other DVD regions? I don't care about playing other region HD DVDs (was it that or blu ray that has no regions?) but I have some international DVDs that I would like to upscale if I got an HD DVD player.

Specifically, the only model I am considering is Venturer High-Definition DVD Player, SHD7000 because of the mere price of 189 dollars. And no, I don't care to hear about how Blu Ray is better. for one, I agree. but HD DVD is cheaper, and it looks to be made for a few more years so even if it is defunct in a few years, the HD movies will be very cheap for it.

This is the manual for that model of HD DVD player.

    According to page 6:

"Region Management Information: This unit is designed and manufactured to respond to the Region

Management Information that is encoded on DVDs. If the region number printed on the DVD does not

correspond to the region number of this unit, this unit cannot play that disc."

Sorry. it will only play regular DVD's from the region it is encoded for
