I planted hot peppers next to my tomatoes, collard greens and other peppers.  This did not make anything near the peppers spicy.

~ not true at all. In my garden we have chile pepers and tomatoes side by side. Since they take same water conditions. No effect.

nope, but if you plant different varieties of peppers together they could cross pollinate and you may get some interesting results.
