  1. In Peru  you need a contract with a local company. you get a 1 yr. working visa, which  has to be renewed every year.

In Chile, you need a contract with a local company or your own investment and this has to be approved by the immigration service (in the ministry of foreign relations). the ministry then sends it to the Chilean consulate in your city were you first get a 2 year residency (actually a working visa). After the 2 years you can apply to a permanent residency.

In both cases it is better to get somebody with experience in going through the red tape in the country you want to obtain residency. The best way is to contact foreign companies with offices in Chile and Peru and ask them who does their paperwork for expatriates.
