  1. According the the State of Hawaii Dept of Transportation website, a moped is not legally drivable on roads with posted speed signs of 45 mph or higher (freeways and interstates).  A moped is not to be driven at speeds higher than 35 mph.  I don't get on the Pali freqently, but I don't recall seeing any mopeds.

  2. In most states in the United States anything with a engine cc less than 49cc can be ridden on city streets without a license, and possible without a helmet.
