Does anyone know if there is a free website to keep track of golf handicap?

The foursome I play with has a member who just started playing. The problem is that his handicap is higher than the usga maximum allows. I was just wondering if any of the free web sites I've seen don't use any maximums.

A good choice for handicap tracking is http://www.mobilegolfstats.com  ... it'll keep track of handicaps, plus give some other good stats to look for things to improve your game.

I use www.obogolf.com to track my game.  It's free, but I don't know if there is a maximum.

I don;t care how high a players handicap is, I play to a 10.8, and I have never lost a skins game to anyone over an 20 handicap.

Skins favors the lower handicap.
