Does anyone know if there is a list of countries that accepts a US Re-Entry permit as a form of a passport?

A US Re-Entry permit is a type of passport that is giving to US Permenent residents who cannot get a passport from the country of orgin or residents who are not US citizens.

My citizenship is taking longer then expected, so I am looking for another way I can travel into another country.

A US Travel Document (I-327) issued by CIS is not a US passport, as it clearly states on the document.  However, you are correct in that (many) countries accept it as a legitimate travel document for international travel, and they will place visas, if necessary, into the document.  Regarding which countries allow such use of the document, if you had a specific country in mind, I could answer more definitively.  The fact that you are looking for any country to travel into makes your request rather suspect.

    Edit:  You are correct in that China has very strict regulations.  A lot could depend on your country of origin, why you cannot get a passport from that country, and China's current relationship with that country.  The only way to know is to submit the I-327 with your visa application and wait to see the result.  I believe the greatest likelihood is that you will be denied.
