Does anyone know if there is like a van or bus that takes people from Herford,Tx to MEXICO?

I need to know if there is any van or buses that go from Herford, TX to Chihuahua, Mexico

There are many buses from other cities in Tx into Mexico, but I do not know of any from Amarillo.  I believe your best  bet is to check with the bus station in Amarillo..they could give you the info.  Many bus companies that come into Mexico do not have websites...so CALL and ask.
