When in college I applied with FAFSA, the federal financial aid program.  I had to supply information as to my income and expenses; they considered that and then offered me financial aid choices of a loan and in my case I was offered a grant which I chose.  My income was very, very low so I think that is why I qualified for the grant.  If you are making alot of money you may not qualify for one but you can apply to see if you get one.

Grants are based on income.  Someone can be low income and be employed full time.
