  1. No, there are no GPS units with weather radar. Mobile real-time radar is extremely expensive-- you would have to have a laptop with wireless internet, and the software alone would be over $1000.  You're not going to find it included in a GPS unit.


  2. Not for under $300.  Bushnell makes a unit that has radar.  The ONIX 400 costs $500 and uses XM Satellite's NavWeather to get radar imagery.  As far as I know, the ONIX 400 is the only GPS receiver on the market that will show radar.  

    Your best bet would probably be a GPS-enabled cell phone.  For example, an iPhone 3G will show your approximate position on Google Maps, then you could toggle over to the Safari web browser to bring up radar imagery from a weather website.
