zedge.com is good.  You do have to sign up for an account, but it is free.  You can either send the tone directly to your phone, or download it to your computer and use a cable or whatever to get it onto your phone.

I use it all the time.

You have to sign up for an account, but its quick and completely free!

Also, I've never gotten any spam.

All you have to do is make an account then upload a song from your computer on this mobile17.com website, pick which part of the song you want played for your ringtone and how long, and then it will send as a text message!

Costs as much as a text message, so if you have Unlimited Texting, its free!
