While it is illegal, that doesn't mean you can't buy one.  A link to building your own is: http://www.moonshine-still.com/.  Be sure to build or buy a reflux still.  Here's one for sale on eBay:

An internet search on "reflux still" will bring up plenty of sites selling them in the USA regardless of the law.

Contrary to what previous posters have stated it is perfectly legal to buy or build your own alcohol still and produce ethanol for motor vehicle fuel. All you need is a permit from Bureau of Alcohol, Tobacco and Firearms and it's not difficult to obtain.

There are also several sites on the net that will sell you a pre made still and provide you with the paperwork needed to obtain your permit. I cited one below as an example

Distilling alcohol in The United States is illegal....don't know about anywhere else. The reason it's illegal in the US is because a gallon of whiskey is taxed at about $14 and Uncle Sam doesn't want to be beaten out of  his tax money.

And getting a permit to distill your own ethanol is NOT a simple process nor is it free. The government wants the tax on that too.
