Does anyone know of a downloadable Scrabble game that plays the way a real person would play?

If "by the way a real person would play" you mean "having significant amounts of strategy and look ahead, the game with the most significant artificial intelligence is called Quackle out of MIT:

They are working on having it play phony words, but that is not available to the public yet.  

If you mean "capable of making stupid mistakes and inferences like a real person," there isn't anything that models that that I'm aware of.
