The best program to use is Adobe photoshop. Paint is ok, but it's not as good as Photoshop. You could also use Artrage 2.

I would buy Adobe Photoshop in a store.  The picture quality is excellent, and you can put text on the photos or add notes to photos that appear when you right-click on the photo.

i would recommend using Microsoft Paint, if you just want to put text on the pictures .... but if you want some advance designing then you could go to http://somalachi.blogspot.com/ and select the appropriate (editing) softwares from there....
