I stayed at the Holiday Inn Center City North in 2003.  I got a great deal through Yahoo travel but breakfast was not included.  Their breakfast buffet is huge, but very expensive ( would recommend you find alternative breakfast).  You can walk straight down Leopold str into the Old Town.  It's a looooong walk, but it is somewhat interesting.  You can also just walk up a few blocks then hit the U-Bahn at the Muenchner Freiheit and there's is another one off of Postdamer Str.  The Drawback is that Leopold Strasse is very busy and we suprisingly hear a LOT of street noise.  Maybe a cheap room gets you bad sound insulation...I dunno, but overall, it's a convenient location, comfortable (altough I've stayed at nicer pleaces) and not too expensive (not cheap either)

I've stayed at the Le Meridien in Munich.  It's directly across from Hauptbahnhof (central train station) and a good walk from Karlsplatz and Marienplatz.  But, one or two stops on the train and you are there.  It's fairly central, so the Oktoberfest fairgrounds are within walking distance (15-20 minutes) and with the train station so close, all of Bavaria is at your fingertips.  

    There's also a bakery just up the street - perfect for a cheap breakfast.  And a fruit stand is just across the street - great to pick up water and a snack.

    Unfortunately, I don't know what kind of hotel you prefer and how much money you want to spend.  Most hotels in Munich (München) also has a website, and you can contact them per email if you want and ask for more details.

    Another alternative is the official website of München (Munich) at http://www.muenchen.de - also available in English!
