  1. Orthopedic surgeons use sterile bolt cutters, no joke.  They have to cut through metal rods sometimes.

  2. I have never used it for surgery, but my bandsaw cuts through metal very easily and could be used in an operating room for amputating limbs.

  3. Every EMT in the country carries a pair of shears that'll do nicely. One brand even used to advertise with a penny cut in two.

    Ring cutters are found in every ER, but they don't work on tempered steel. I can think of a long list of others that could, but the instruments would be damaged more than it's worth.
