Does anyone know of a pc company that makes pcs to fit in a 19 inch rack?

Most server class systems fit into the 19" rack. If a "PC" meaning a standard desktop PC, then you would typically buy a 19" shelf that fits the rack and sit the system on the shelf.

Another option is to search for "rack mountable" on like eBay, but again, most systems designed for rack mounting are server class. But then again, a server class system is a PC (intel or AMD based)!

I know dolphin music make a lot of units to fit into a standard rack mount.
