Does anyone know of an electronic system to reduce traffic noise in your yard?

Question

We live on a busy road and there is allot of traffic noise in our front yard. Besides putting up a fence (which council will not allow), and trees, is there a electronic sound system that could help reduce the noise. (some for of white noise system?) Appreciate any information. Thanks!
