Does anyone know of any banks that are offering incentives right now, paying for closing costs or appraisals?

There are plenty of banks that will but they are going to give you a higher APR, nowhere gives you the lowest rate and pays your closing costs.

Banks do not usually offer those things as amenities.  You can, however, ask the seller of the house to kick in money for them (many do anyway), especially with this being a buyers' market.
